For decades, sexualized and gender-based violence against Palestinians has been fragmented, minimized, or dismissed as a series of “isolated incidents.” This report demonstrates that it is instead part of a historical system of domination, dispossession, and destruction.
Based on five months of research conducted by the Palestinian Feminist Collective, A Predatory State brings together survivor testimonies, declassified archives, academic studies, investigations by human rights organizations, and United Nations reports. It traces the continuity of these practices from the 1948 Nakba to the war waged against Gaza since October 2023.
Forced humiliation and nudity, sexual torture, rape, intimate blackmail, surveillance, attacks on reproductive health, family separation, desecration of bodies, and the destruction of homes: the study reveals how bodies, intimacy, and family ties are turned into battlefields.
The report pays particular attention to violence suffered not only by women and girls, but also by men, boys, and queer people, who are too often absent from dominant narratives. It also examines the use of artificial intelligence to target Palestinian homes and families.
Difficult to read because of the gravity of the documented facts, this work is nevertheless indispensable. It restores survivors’ voices, connects present-day crimes to their history, and exposes the mechanisms that make them possible.
Reading A Predatory State means confronting a reality that has been systematically concealed. It also means helping to preserve evidence, break the silence, and turn truth into an instrument of justice.
